One day I may read some documentation on the Debugger…
I found this by pure chance when I missed clicked in the element debugger panel.
I click on a blank space left of the first tool icon button and hey presto a Rule appeared around the page.
You need to do it close to the button and not too far to the left. clicking again toggle it off.
