Resources Panel access in all views please

Hi,

I am finding it really frustrating that the Resources Panel is only visible when you are viewing Scenes.

I often need to reference resources, add items to resources or create a new function. All while working in functions view but I have to go back to scenes every time to be able to do any of this.

Can we please have Resources visible in the Functions view.

I also agree with this thread, which I would like what is asked for there for the Resources Panel.
