When I copy my persistent symbol to a new project with say, 10 scenes, do I need to manually copy that symbol to each scene?
Hmm… interesting! 
When I created a new Persistent Symbol, the popup appeared. When I tried pasting the Persistent Symbol, the popup did not appear.

@Photics is correct regarding the behavior.
The hack is that if you paste it to one scene, then enter the symbol and go to the Symbol Inspector, you can toggle from a persistent, to standard, back to persistent symbol. Then it will ask if you want to add to all new scenes as part of the conversion and do that.
