Lock a navbar at the top of screen? (like the Tumult Forums bar in this very forum)

Just curious on how to do that. I’d like to lock a nav-bar to the top of the screen as the user scrolls… Thanks!

Link’s not working, and I don’t know where to put the code, or how to call it. Just assume I know NOTHING Where would I go to learn? Thanks!
