iPhone document height and scrolling

I have a 414 px width and 2000px height layout, looks good on the screen, but only previews and exports at the 480 height. Mobile options set a device width

I seem to recall in the past also that there was an option to allow user scrolling but cannot find that setting in any menu now. I know I have seen it.

What am I missing?

Solved; in Scene/Layout size, I unchecked Height scale
