I need to add a ClickTag

I’m really stuck here. I know nearly nothing about javascript and I need to add a clickTag to a job I have.
The spec instructions are here …

Declare the clickTag variable in your HTML file, e.g.

Use this clickTag variable as your click through URL, e.g. OR

I have no idea about where to put or how to apply any of the code above.
(some of the code text pasted above doesn’t appear in the ‘preview’ so I’ve attached a screen grab of the specs, just in case)

Any help at all would really be appreciated (clearly I actually need to do some kind of course).
