Is there some way that I might be missing to create a new javascript function with a keyboard shortcut? It’s a terrible hassle having to go back to the resources panel if I’m trying to create a bunch of javascript functions all at once.

no shortcut. You can however create functions in a number of other places. Actions and Scene Inspector for example.
If it’s something you think is worth it then create a feature request.
we all hope to see this feature in the future, also duplicating a function …
