I have pointed out this annoying bug several times. Unfortunately, nothing has been done so far. Sometimes, elements cannot be sorted by dragging them in the layers panel. Instead of moving to the intended position, they end up on a different layer, creating complete chaos... The only solution is to close and reopen the document. Unfortunately, this also sometimes happens when opening a document without any user action – layers are simply rearranged, which can be very frustrating as elements/layers may be hidden, etc. ...
