In general, if you are using the “Go to URL” action, a new page would always be loaded with the scroll position on the top of the page.
Can you better describe your setup (perhaps including a zip of your .hype document) with what you are seeing and what you expect to see?
My hunch is he built a web page in its entirety in Hype and made it higher than the viewport. Scrolling down and clicking a button changes a scene in the Hype project but doesn't reset the scroll position.
