Help with mobile site 320px

Hi guys. Im currently creating an interactive info pack that for 320px mobile. The only issue is that Im having is the the mobile (320) is not scaling full width. Now when I do go 100% scaling within 'layout size' the longer pages fail to scroll. Link below
