Instead of jumping to a scene directly, create the motion dissolves manually at the end of each scene.
For example. Each scene pauses on a still photo at frame one. Create a “next scene” motion dissolve that runs from frames 2 - 30, with a jump to next scene timeline keyframe at frame 29. Create a “previous scene” motion dissolve that runs from frames 31 - 60 with a jump to previous scene timeline keyframe at frame 60. To dissolve to the next scene, have the action go to frame 2 and continue. To dissolve to the previous scene, have the action go to frame 31 and continue.
