Bar across the top of a page (fixed), with flexible width?

Hi there, in this post I’ve learned how to fix a bar at the top of a page (so that I can scroll the page without scrolling the bar). But instead of a fixed width I need a flexible width, so that the bar spans the whole page (similar to the layout of this Forums Site). How would I do this?
