There is a way to present an interactive e-card in facebook?
What is the commond path to send e-cards? Do I need to publish an html page?

Publish an html file on Facebook would be a dream 
They never let you do any of that, but you can make an animated gif, a 3D photo or a little video (be creative with what you have).
I'll be pending on this post to hear solutions, if there is any.
