Start timeline when I scrolling

I would happy to know if is possible to start timeline when I scrolling page up/down on smartphone?
But scrolling NO swipe!

You might be able to use an “On Exit Viewpoint” Action.

That does not really tell us much on what and how you have tried to get this to work or what part may not work?

Zip files are better than links because links can go dead.
Just drag a zip file of your .hype document onto the editor.
